Electrical whining noise coming from backseat area?

    Good evening everyone,


    I was walking around my car one day and noticed this whining noise coming from the rear driver wheel-well. I was able to trace it back into my car underneath my rear seats. Does anyone know what this could be? Or what it sounds like?

    Main response I'm getting is fuel pump. Evap pump could explain why I'm not able to fill my tank without the pump stopping though?

    When you said whining from the back seat I assumed the kids
    X2 on the fuel pump. I had an Explorer with a loud fuel pump. I tried a few rounds of Lucas fuel treatment which is supposed to lube the pump.
