My camera is mounted up top near the frame as well, but in my case, the light is behind the camera so it is not an issue. You can almost see it....
I had taken the blackouts off. They are back on now.
The tail light blackouts kill the reverse light output. Got this to make up for it. And yes it is that bright. Not the camera making it look so....
