I was looking at the air intakes (that are fake) next to the headlights and I searched the forums and I can't find anything about modifying them to be useful. Has anyone or does anyone modify them?

I just happened to think, I never saw your new car. Did you post pictures yet?

If you're driving through rain, do these ports pull-in an excessive amount of water?

Possibly, I dont drive it in the rain.
The drivers side is open from the factory which brings air directly into the air intake filter box. The passenger side lets air flow into the engine bay. I like the look with it open rather than one closed and one open.

I put a CAI in mine and removed the cap at the ends of the air tube to allow air directly into the filter area. The tube is below the filter, so no water or debris gets into the filter.

I popped out the driver's side cap when I installed the Mopar T/A-style CAI since it came with a tube to connect the airbox to the headlight tube.

Then, I popped out the passenger's side cap to allow fresh air into the engine compartment. Hopefully that will - to some degree - offset the fact that the hood scoop was no longer a source of fresh air since the scoop now directs air to the airbox.

And ... like @2017 Redline HC ... I installed screens to keep larger debris out of the airbox and engine compartment.

I have not noticed an appreciable amount of rain or dirt coming in through either inlet.

Went with lower hellcat airbox, green hi flow filter and snorkel from light area to air box. Should raise HP 8 to 10. Read so many reviews and test data that CAI for 300 plus was not worth the small HP increase. Have to wait for spring to test this setup
