Would softer shocks or springs make a better ride when town driving, rides nice on hiway but rough in town

In theory, YES. I question where you could get softer struts or springs though.

I have a 2009 challenger rt, I swapped out my shocks and springs from ones of an SRT(Billstiens) same year. lowered it about 2" and just to let you know , it takes the curves wonderfully, but the ride is a little rougher. but something I can tolerate.

The only other suggestion I have is if your car is currently running 20" wheels and tires (like 245/45ZR20's) changing to 18" wheels/tires will soften the ride a little. (Like going to 235/55R18's) The taller sidewalls of the 18" gives more cushion, the size I listed provides the same overall diameter of the factory 20"'s so speedometer, odometer, etc. are still accurate.
I noticed a softer ride when I switched to my 18" winter tires. Definitely was a bit stiffer when I went back to the 20" in the spring.
