on a base 2017 SXT can you upgrade from the 12.6" rotors to 13.58" rotors and keep the same caliper bracket or is the bracket different?

Not sure, but I upgraded to Power Stop Evolution Rotors and pads on my 2017 SXT Plus with no issues. Lots of websites like CarID will let you know what fits and what doesn't.

you can probably do a slotted and drilled rotor kit at the same size and have a better braking system. I did that on my RT with out going over sized, but I am still contemplating a brembo swap, but I will have to run spacers as I am not getting rid of my wheels I have now.

Just go with a Powerstop Caliper, Rotor and Pad Kit more then enough stopping plus little to no brake dust.
If you go through Car ID you can get the kit with Paypal and check out using a Pay in 4 Option splitting the Payments
2 each month no interest no addition cost of charge!!!
